It highlights that while inequality has decreased, progress has slowed, and regional and ethnic disparities persist, especially for Bumiputera in East Malaysia. The report identifies challenges such as declining skills premiums, underutilised labour, and a fragmented social protection system. It proposes policy measures across five themes, including improving human capital, strengthening social protection, and financing inclusive investments to reduce inequality and promote upward mobility. The report also underscores the importance of public perception and communication in implementing equity-enhancing reforms.
